Residence Regulations for Foreign Citizens and Persons without Citizenship
who Arrived in Ukraine for Study
(according to the Law of Ukraine "About the Legal Status of Foreigners")

 

1. Foreigners and persons without Citizenship who arrived in Ukraine for study, are obliged within 24 hours to submit their passports/documents with the stamped entry visa to the University administration for residence registration. Foreigners and persons without Citizenship who arrived at NTUU ‘KPI’ from other cities of Ukraine, or other Kiev Universities shall within 24 hours submit their documents for residence registration. 2. Foreigners with expired passports are obliged to renew or to extend the passports in time, and then submit passports to the University administration for the residence registration renewal. 3. After graduation or in case of suspension from the University the foreigner has to leave Ukraine in terms specified by entry visa. 4. If the foreigner or person without Citizenship will not submit in time the passport/document for the registration renewal without a valid excuse, will be issued an exit visa with the stamp ”deported”, or “persona non-grata”, and this person will be excluded from an entry to Ukraine for 5 year term. 5. For violation of the Regulations of residency, registration and traveling in Ukraine the following sentences will be used: - Reprimand; - Penalty; - Deportation from Ukraine; - Criminal case opening in the court according to the Legislation of Ukraine. Abstract of Internal Rules at NTUU KPI

 

VI. Rights and obligations of NTUU KPI students. 29. NTUU ‘KPI’ Students are obliged: - To be consistent with the rules, specified in the Charter of NTUU ‘KPI’, Rules of Academic Process Organization, Regulations of Residence in Student Hostel and these rules; - To gain solid knowledge, practical skills in specialization, to bring up level of scientific knowledge and culture; - To fulfill all requirements of the academic process in time according to the schedule of academic process; - To attend obligatory all academic classes; the conditions for personal academic schedule are specified in the Rules of Academic Process Organization of NTUU ‘KPI’; classes that were missed with an acceptable excuse, and need to be worked out (classes in laboratory, etc), should be done according to the specified time schedule, and in an order established by the Department; - To inform the dean’s office about the excused absences on the lectures, exams, tests, control works, etc; in case of excused absence on the lecture student should submit the proving official document within a week; - To take part in self-service in classes, campuses, hostels; to keep in good condition university campus, other public amenities that serve students of the NTUU ‘KPI’; - To use carefully the University property (buildings, furniture, equipment, inventory, textbooks, instruments, etc); it is forbidden to carry out the property and an equipment from laboratories and buildings without the Permission of Administration; - To execute orders of University Administration, academic group steward, and hostel room steward within the bounds of their authorities; - To care about an honor and prestige of the University, to avoid illegal and immoral actions; to be disciplined and tidy in the University, outdoors, and in other public places. 30. An attendance of all academic classes is considered obligatory. Conditions for the personal academic schedule are specified in the Rules of Academic Process at NTUU ‘KPI’. VII. Disciplinary standards at NTUU ‘KPI’. 30. It is forbidden without any excuse: - To take alcohol, drugs, psychotropic substances or their substitutes; - To smoke; - To be in a state of intoxication of all kinds; - To be noisy during academic classes; - To gamble; - To act in inappropriate way. 31. During academic classes students of NTUU ‘KPI’ should follow the specified disciplinary rules: - it is forbidden to be late to the class; - students should stand up and welcome the lecturer who enters the class; - talks and noise during classes that hinder classes are not allowed; - student can leave the class only by permission of the lecturer. 41. Student can be suspended from NTUU ‘KPI’ by the decision of the Rector of the University in the following cases: 1) by his/her own free will; 2) if he/she has not appeared during 10 days after the beginning of the classes of the first-year of studying, and has not informed the dean's office about the reasonable excuse; 3) in case of failure to fulfill the academic plan; 4) in case of insufficient academic scores: - 3 or more lowest marks in a semester; - the lowest mark in one subject after the 3rd attempt to pass the examination; - if student failed to work off the absences on the specified date. 5) for the major violation of these Regulations: - appearance in the classes, library, or hostel while drunk or intoxicated; - committing a crime stated by the judgment entered of record; - committing an administrative infraction stated by the Resolution of Authority, if the administrative punishment falls within Authority’s jurisdiction; - committing another offence or unethical act, which makes the study with other students impossible; - repeated violation of these Regulations during the year when the disciplinary penalty has been set; 6) in case of the lowest mark for the attestation essay or state examination, or if the attestation essay was not submitted for the review, or if the student was absent during the state examination without a valid excuse – in these cases students are suspended from the University, as those who had finished theoretic course. 7) failed to execute Study Contract conditions including the payment of tuition fees. Regulations of Residence in the Student Hostel at NTUU KPI

 

Foreign citizen - student, postgraduate, probationer, applicant of the Preparatory School who live at NTUU”KPI” Student’s Hostel - are obliged: - To read and strictly follow the NTUU KPI regulations; - To pay in time for the residence at NTUU KPI student’s hostel in accordance with “Statute of the residence payment for living at the NTUU ‘KPI’ student’s hostels”; - To take part in the social activity (2 hours per month) for the benefit of other residents; - To treat carefully the University property – apartments, equipment, hostel property, and save heat, electricity, natural gas and water; - To provide the duplicate key for the room and room block to the hostel manager in case of duplicate key absence, or in case if the door lock has been changed; - To place a request for electrical, plumbing and furniture repairs to the hostel manager in proper order; - To immediately inform the hostel manager and the hostel Student Council about all extraordinary events; - To indemnify the University for property losses in accordance with the current legislation; - To follow fire and electrical safety rules when using electrical and natural gas appliances. Additional electrical appliances, radio, computer and other electronic devices should be registered by the hostel manager; - To keep the room in proper and clean state, and to vacate the hostel within one month from the date of graduating, or the date of depriving the right of residence at the hostel. The following is prohibited for the residents of NTUU KPI Student’s Hostel: - To move from one room to another without permission; - To alter and change the furniture from one room to another, or to carry out the furniture from the working rooms without permission of the hostel manager; - To alter and to repair the electrical equipment; - To use the electro-heating devices and the electric/microwave stoves in the living rooms; - To install electrical equipment in the room and in the hostel; - To have a party in the hostel without written permission of the hostel manager; - To have guests after 22:00 without written permission of the student’s hostel director; - To use alcohol, drugs and toxic substances, to be drunk or under the influence of toxic or narcotic substances; - To smoke, except smoking at the special smoking areas; - To disturb roommates and neighbors starting from 22:00 at night to 08:00 in the morning; - To use the broadcasting, computer and audio devices on the high volume level, which exceeds the room audibility and disturbs neighbors; - To keep animals in the hostel. The following regulates the hostel entrance: - Hostel residents can enter the hostel only by permit with photograph, and before 01:00 at night; - Hostel residents can enter the hostel from 01:00 to 06:00 with late-coming registration in the special book. Each case of late-coming to the hostel without permission will be investigated on the meeting of the Coordinating Council, Faculty/Institute Residence Commission, or hostel Student’s Council, the reasons of late-coming will be clarified, and appropriate penalties will be imposed; - Guests can visit the hostel starting at 08:00 in the morning. Guest should leave the Photo ID document to the person on duty and to register in the Guest’s Book. The student shall meet the guest at the hostel entry, shall leave the hostel permit to the person on duty, and shall pick up the permit, when the guest leaves the hostel. The guest should leave the hostel before 22:00, and follow the regulations of the hostel; it is the full responsibility of the student who has invited the guest. The following measures will be directed to those who break NTUU ‘KPI’ hostel regulations, and other unacceptable actions: - written note; - written reprimand; - losing the right to get the residence in the hostel for the next academic year; - immediate termination of the Residence Agreement; - suspension from the University. Regulations of Enrollment to Higher Education Institutions for Foreigners and Persons Without Citizenship

 

The enrollment of foreign residents is regulated by "Regulations of enrollment to higher education institutions for foreigners and persons without citizenship" approved with the resolution of Ukrainian Cabinet of Ministers dated from 5.08.98. №1238. The foreign residents are competitively enrolled to NTUU “KPI” according to results of entrance exams (in form of interview). The alumni of Preparatory School for foreign residents of International Faculty of NTUU “KPI” that have successfully finished their studying at Preparatory School, passed entrance exams and got the certificate of Center for knowledge testing and monitoring of NTUU “KPI” can be enrolled to chosen faculty in terms of signed contract. The alumni of Preparatory Schools for foreign residents of other educational institutions are competitively enrolled to the chosen faculty according to results of entrance exams that are held with Center for knowledge testing and monitoring of NTUU “KPI”, the enrollment will be fulfilled after signing of contract. 7. By the enrollment to NTUU “KPI” foreign residents are subjected to passing of entrance exams: 7.1. By the enrollment to the first studying year: - exam in Ukrainian (either Russian or English); - exams in two specialized subjects that are determined according to Enrollment Rules to NTUU “KPI” depending on a chosen faculty, institute. 7.2. By the enrollment to Master’s degree foreign citizens that have got bachelor’s degree by entrance exams passing will be tested by Commission for Academic Degrees and Titles of faculties, institutes in following subjects: - in Ukrainian (either Russian or English); - in specialty that they are going to study at. The foreign citizens can be enrolled to Master’s degree on the competitive basis and according to the signed contract. 7.2. By the enrollment to postgraduate studying foreign residents are passing exams: - in Ukrainian (either Russian or English); - in specialty that they are going to study at. 8. The dean of international faculty makes a decision concerning permission giving to entrance exams in accordance to submitted papers and faculty’s petition. 9. Foreign residents who have Ukrainian citizenship’s rights (have residence permit, etc.) submit appropriate papers to admission committee of faculty (institute) which they are going to enter, pass entrance exams under general conditions as Ukrainian citizens and are competitively enrolled to state-financed studying by admission committee of NTUU “KPI”. If a foreign resident who has right for Ukrainian citizenship hadn’t passed the competition for state-financed studying but has got good marks, he can be enrolled to studying on a contract basis with tuition fee that is determined for Ukrainian citizens. 10. The foreign resident should contact Admission Department of International Faculty by applying for studying at NTUU “KPI” with all papers. Upon the papers checking foreign resident will sign application form, pass entrance exams, sign contract for study with faculty (institute) that was chosen and pay for studying. The decision regarding enrollment of foreign citizen to studying will be valid after contract signing by rector of NTUU “KPI”. For three days after border crossing foreign resident is obliged to give in his passport to visa department of International faculty’s deanery for residence registration getting at internal affairs authorities. During following time period he must: 1. Sign the contract at the faculty. 2. Pay his studying according to contract’s terms. 3. Get referral and be medically examined for housing at hostel. 4. Settle to hostel. 5. Get application form at International Faculty for signing it by the owner of the apartment 6. and legalizing it by municipal housing committee office if he is going to live off the hostel. After signing of contract for studying by university’s rector the foreign resident will be enrolled to chosen faculty (institute). 11. The students that have been enrolled to studying will get student identification card and the grade book, postgraduate students will get identity card. The sample and way of student identification card granting are determined by Ministry of Education and Science of Ukraine (“Regulations for enrollment of foreigners and persons without citizenship to higher educational institutions” that were approved with Resolution of Ukrainian Cabinet of Ministers dated from 5.08.98. №1238). 12. During the study at NTUU “KPI” all foreign residents should follow all academic regulations without any exception. These regulations for students are regulated with accordance to “Regulations about studying process organization at NTUU “KPI”, “Regulations about students attestation and term controlling at NTUU “KPI” and Internal Rules at university and hostels.
